Well he stated that instead of using simple water he is using a sodium bicarbonate water aqueous solution. It is because of this that he can use a small amount less energy to split it than is produced by buring the HHO mixture. Also beccause of the added O2 the gasoline and hydrogen burn more effciently. he is not running solely on hydrogen from water(im possible because of the first law of thermo dynamics) he is running it in conjunction with gasoline. simply he is adding energy to the air.
