You can use what is …
You can use what is called a buck boost regulator. When in boost mod it will raise the voltage while reducing the amperage. When in Buck mod it reduces the voltage and increases the amperage. It is idea for charging batteries because basically you maximize the watt hours that you are getting from your power source. Just google buck boost regulators.

instead of a motor …
instead of a motor there why dont u use a generator, when the electric current goes back to the motor there will be no resistance.

this is my understanding correct me if im wrong
